Hey TacticalFreedom,
first of all, please make sure to launch PLITCH and Steam as administrator. To do this, right-click on the desktop icons and select "run as administrator". Then launch the game via the "PLAY" button in PLITCH and load your singleplayer save game and try to activate one of the item cheats after opening up your inventory screen.
