Same here, I guess there is a trick to it, but I am not sure what.

Usually when they don't even give a triggering sound, it's got to be done in a certain screen - but I've tried it in mission, I've tried it at every mission debrief screen (marines, items, etc) and nothing. v.v

have you tried gaining/spending some of the resources before and after activating the cheat (while prepare is active)?
