I can launch the game from the client with no issue but when I press the hot key or cheat in the client it does not activate

did you launch Plitch and Steam with adminrights?
Is your numpad turned on?

yes numpad is on and i even tried rebinding. both are launched with admid

Have you tried to launch the game manually via Steam with the "NoEAC" launch option?
