cheats were working

the exp codes did work for all the character except the main character now not at all... it was weird like one mintue it was working then a delayed activation with the sound effect that goes off when you activate the code now not at all.. 
only codes for me right now that work are the one hit kills and the unlimited item codes

also i tried reinstalling, tried the fix for the loading screen when you first open plitch, restarting the computer and game not sure what else to try

Same problem as OP.  EXP and stat cheats don't work.  Money does, Persona stats do, 1-hit works, items work, but the rest don't

Did you follow the steps in the cheatdescription?
Have you tried changing the hotkeys or activating the cheats manually in the trainer?
