Do creatures in the game scale towards your characters?

I have been wondering this for a while now. But do the NPCs scale towards your own characters when you use cheat codes to increase their stats?

For example I was experimenting with the stats after the capture of Drezin. I had my main character's stats around 
Str:22
Dex:20
Constitution:20
Wis:18
Int:20
Cha:24
I don't think I noticed a change in the Oppenents stat pool when I used cheats to increase my own.
Then i had a hard mission that was way overbalanced (Level 25 Dragon lol)
So I later increased a single stat Str: to Str:30. So the stats were then

So now I'm left wondering if the NPCs in game scale towards your strongest character's stats, and if using the cheats to change your stat pool also changes the stat pool of your oppenents.
If that's the case, I'm wondering if its a soft cap in the game, where I can have my stats changed, and not have the oppenents change their own stats as well. Let's say the theoritical number is below 26, and the obvious stat I shouldn't grab is 30. 
Is there anyway the Team can do some testing to see if this is actually happening, or if I was just unlucky? Otherwise it's probably best not to increase stats artifically beyond 20.

If the enemy stats scale towards your stats, there is nothing really we can do about it.

Yes, I thought so. But is there a Stat point maximum in which it would be safe to artifically increase the stats to a certain degree. Or is it better to not use the cheat codes at all?
For example, not going and artifically increasing the stats beyond 20. 
I'm just wondering if the team can figure out what the limit is since I have no clue how to check this.

I'm sorry but I don't know.
When I played the game to record it, i changed the stats to 99 but i didn't notice any change in the enemie stats.

Hmm, maybe I was unlucky, I did only mention it after a single encounter. I should probably do my own testing as well. It would be nice to have 99 Str in a single stat Lol. On a side note, how much damage did you do with 99 Strength?
