The cheat Max Reform Progress isn't working, so Even with it activated, Nothing happens. Any chance to explain as to why this problem occurs, or am I missing something.

I see what your saying Xenerookie, max reform cheat does not work or if you set a custom value. Also the fast movement cheat will not activate in the client. I was trying with the steam client with the latest version of the client and game.

I also noticed that Max Legitimacy cheat also gives the AI full legitimacy, which is a huge hinderance.

I can confirm the movement and reform cheats to do not work. I have not checked if the max legimaticy cheat also gives it to the AI
