Fast Contruction Issue

When you click on the ground it comes up with a Stuck window to Upgrade to Forester Lodge, alt tab removes it but comes back when you click on grounds again.

Have you checked your gamefiles for errors?
Did you activate the cheat AFTER loading into your savegame?
