I'm sure you're working on it already, but with the latest DLC Hearts of Iron IV has now updated to "Operation Postern v1.19.0.0.5a1c (eb7e) (S)" on Steam which is more recent than the latest version available on Plitch.

As an update in this thread, I've not tried out all functions. However, of those I have tried I have not run into issues.
Test game using Dutch East Indies on Historical AI focus, Ironman turned on, regular difficulty, no mods, using latest version available on Steam.
Tested functions include:
- Increase Army Experience
- Increase Navy Experience
- Increase Air Experience
- Fast Railway Construction
- Fast Naval Construction
- Increase Political Power
- Increase Command Power
- Instant Construction
- Instant Research
- Instant Country Focus
No issues noted with any of those ones when using matching Steam/Plitch version.
