I can't activate/de-activate the cheats

have you selected the correct version from steam in PLITCH?
You can try running both the game and PLITCH as administrator.
Also, white list the whole PLITCH folder in your antivirus software.
If the "Prepare" cheat is on then you're on the right track.
Try running the game first and loading a safe game and then activate the "prepare" first and then use the cheats you want.
Give it a try and let me know if that worked for you.

Maybe you need to check your game files for errors via steam and repair any damages.
If you're playing with mods, that will most likely not work at the same time as PLITCHing.
Try it again and let me know if it's fixed now.
