thank you for reporting this issue. Have you tried starting PLITCH and Steam with explicit administrator rights? To do this you have to right click on their desktop icons and select "run as administrator". After that you should be good to go to start the game with the "PLAY" button in PLITCH and activate all of the cheats after fully loading in your savegame.
