Max Skill cheat resets level to 1

When using the Player General > Max [skills] cheats, instead of maxing the skills, it resets the skill to level 1. Is it possible to increase the skill points used to upgrade these skills instead? This way we can increase other skills as well? Not sure if each skill group has separate skill point pools?

Hey ajyl2k,
did you activate the prepare after loading into your savegame?
Did you follow the steps in the cheatdescriptions of the max skills cheats? (You need to click on the "i" symbol right next to the cheat to open up the cheatdescription)
