thank you for reporting the issue. Are the rest of the cheats working fine besides the Skillpoints one?
Also, please try to start both PLITCH and Steam with explicit administrator rights. To do this, right-click on their desktop icons and select "run as administrator". Then launch the game via the "PLAY" button in PLITCH and activate all of the cheats after fully loading in your savegame.
