Hey Dave#4212,
please try to run both PLITCH and Steam with explicit admin rights (right-click on the desktop icon and then "run as adminsitrator").
Start the game with the PLAY button in PLITCH and load in your savegame. Play one turn in the game.
Then try to activate the "Prepare" cheat. Afterward, you should be able to activate the other cheats :)
