thank you for reporting the issue. Are you playing the game solo/offline?
Also, please make sure to launch PLITCH and Steam as administrator. To do this, right-click on the desktop icons and select "run as administrator". Then launch the game via the PLAY button in PLITCH and try to activate the cheats after fully loading your singleplayer save file.
