I'm actually still getting crashes with the "Set Unit Cap" option. The "Set HQ Tokens" also will not activate. Its possible I'm doing something wrong but I thought I'd bring it to your attention regardless.

Can't spot a problem with those cheats.
You have to be in the army management screen before going into a mission to enable those.
To what value did you set the unit cap that it crashed?
