Not able to use any cheats

All cheats, to include the Prepare options are all greyed out. I am using the correct steam version and my game is up to date. I have tried launching the game from steam and launching it via Plitch. Plitch will even launch the game just fine, but all options remain greyed out with a red marker when I hover over an option. Plitch is not blocked by my firewall, made an exception years ago.
