thank you for letting us know. Which exact cheat isn't working for you? Also are you playing as Confederation or Union?
Additionally, please make sure to launch PLITCH and Steam as administrator. You can do this by right-clicking the desktop icons and selecting "run as administrator". Then launch the game via the PLAY button in PLITCH and try to activate the Prepares after fully loading your save file.
