Prepare will not turn on and...

...the other functions which are white vs gray, God Mode Squad and all skill functions, also cannot be used, the rest are greyed out. Using Steam, which starts EA, which runs game. Cannot turn on prepare if set to either game engine. The Steam version is the one with multiple cheats "available" to turn on. No numpad and I have edited the prepare command to shift + 0. I am out of the prologue and into the main game, tried turning on cheats both in escape menu, squad menu, and with normal screen.
