Resource Cheats not working (Followed other threads 'fixes' and confirmed not working.

Looking at the other issues and that several had reported it, I have tried several solutions, none have worked. I followed Julia's process several times to test it, and confirmed it isn't working. I even went as far as to run the game as admin which required a new profile to be created, and retested after the first mission, no luck there either.

Attempted with the game being launched from Steam, Shortcut, or directly from the executable.

Plitch is running with admin privs (It always launches in that mode via shortcut, but also ran from the exe as admin to test.)

Well first you need to make sure the prepare is active, after that you have to open up your inventory where you can see your resources, activate the "activate resources" cheat, close and reopen your inventory, activate the other two cheats.
