Steam v13.1 not working

Steam v13.1 (hotfix) does not work. The trainer recognizes the game's there, but the cheats can not be activated. Not the prepare cheat and not the others. I'm guessing it's on the to-do-list, just wanted to check :)

Ehhhm... it's not on the to-do list :x
Did you make sure to select the steam version in the trainer?
Is your numpad turned on?
Have you tried changing the hotkey or activating it manually in the trainer?

Yes i did select the Steam Version 13 (313), which is also displayed in the Main Menu of Tropico (bottom right). My numpad is turned on and i have tried different setups, with and without numpad. As i have a dual monitor setup, i also tried clicking the activate-cheat. I tried the activation during startup, during the several cutscenes, in main menu, tutorial, sandbox and missions.
But i fully understand the trainer is not up to date, as the hotfix is only a week old :)

The hotfix should already be in the trainer and everything should be up to date 🤔

You're not able to activate the prepare, right? Is it greyed out?
Are you using mods?
Do you have Win7 or WIn10?

Starting the game opens the game launcher, while it's open everything is greyed out in the trainer. As soon as i click play in the launcher, "Prepare for Cheats" along with some other options becomes active: https://gyazo.com/86f8c9cf5b0525dad990cff4ca606f62
Although they appear active, i can't activate any of them. 
I checked, i am not subscribed to any Mods.
I'm running Win10 Home Version 20H2, build 19042.928
specs: i7-6700K, GTX970, 16GB DDR4

Tropico 6 Steam Properties:
App ID 492720
Build ID 6505836
I'm a German but my Steam, and therefore the game too, are set to English. (In some rare cases "being German" affects version numbers, but only because of rating issues regarding brutal games afaik)

I managed to activate the Trainer! I tried some more restarts and found a REALLY short window where i can activate the trainer, just have to be careful not to deactivate it again mashing :) I guess with some training i can get used to timing it right. Thanks for all the fast replies!
