How do you or when do you activate the save all humans, kill 100% enemy cheats. When I press any of the four, they do not highlight green nor do they effect the game.

You should be able to activate the cheats after entering a mission and shooting an enemie/rescuring a person/...
and you should see the effect at the end of the mission.
