thank you for reporting the issue. Please ensure to run both PLITCH and Steam as administrators. To do this, right-click on their desktop icons and select “Run as administrator". Then launch the game via the PLAY button in PLITCH, load into your savegame and try to activate the Prepare.
Are the rest of the cheats working fine for you besides the waste and air tank ones?
