Why does prepare only work sometimes?

I don't know why but when I launch the game and i try to use the "prepare" cheat it does not work when I click it. Any help?

Is the prepare greyed out?
Are you playing via steam, epic or msstore?

No beta
No mods
No not grey, but I will check to be sure
Yes, steam selected, and yesterday evening it worked good after reboot
