Skills/Experience Not Working

I can't get the ability points or experience cheat to work. I followed the steps but it isn't changing anything. IOn fact, the button won't even activate... Any suggestions? I've restarted my computer and the game mulitple times. I prepare the cheats in the open world, then try the experience cheat while my inventory is open as instructed... but nothing. All of the other cheats seem to be working, not sure why these two wont.

Update: I may have figured out how to fix it, a bunch of people were saying stuff about new game and tutorials and blah blah... long story short, i made a new game, the xp cheat worked there, i loaded my old save, and the xp cheat continued to work. This may have something to do with the fact that at the beginning of the game, you can't access your inventory or character menu, idk. Regardless, glad it works.

It still crashes my game. Either level or skill points. Both are an instant crash to desktop. 

I've opened the inventory as it suggests but as soon as I activate, it crashes.
