Add Workforce not working on Colonies
The "Add Workforce" function seem to work for a short period on a new Colony, but when you have more than 1 colony it only adds workforce to the City and not the current colony.

we didn't play that far in the story. Can you maybe send us your savegame?
You should be able to find it here: %LOCALAPPDATA%\11bitstudios\Frostpunk2\Steam\Saved\SaveGames\
then you can open up a support ticket and attach a ZIP folder
