the version on top is always the newest.
So when playing via steam make sure to select the "22.4.1 - 1662587, 64BIT (STEAM)" one.

You have to activate the prepare before you can use other cheats.

So when loading into your savegame you activate the prepare first and after that you can activate cheats like money, ...

It seems to me that some of the cheats are not working. For example the balance and wage cheats.
