I have ran it as administrater and tried gaining money before and after and it still won't work, The text for the add money isn't greyed out but nothing happens when i click it, i am running it off of the steam version

Please try to load in your savegame and then activate the Prepare, before trying to activate the rest of the cheats.
Additionally, please try to verify your game files in Steam. To do this, right-click the game in your Steam Library → Properties → Installed Files → Verify integrity of game files.
