I have started a new game 3 times now and when I make it to lonely hills where Rudy is, He is NOT there. Also I have asked that you would please update this trainer as it does not work. I paid you for this service and I can't even use it.

That sounds more like a bug of the game instead of the trainer.
I looked into the steam forum and there are a few ppl describing problems with missing npc's.
