Did you activate the prepare AFTER loading into your savegame?
Did you gain/use some workflow BEFORE and AFTER activating the cheat?

yes its just stuck it wont activate the gain option at all

I tested the cheats and they seemed to work fine.
You have to research something in the "office work" section in order to gain some workflow

After that you're able to activate the cheat. When researching something again and gaining workflow by the game, you can see the increased value
